Le gouvernement italien va résister aux pressions politiques émanant de son propre camp et maintenir sa commande de 90 avions de chasse F-35 fabriqués par l'américain Lockheed Martin, a-t-on appris de sources à Rome et aux Etats-Unis.

Cette décision est motivée par deux facteurs: le gros contrat d'entretien obtenu par la compagnie publique de défense Finmeccanica pour ces F-35 et la nécessité de renouveler la flotte de chasseurs.

"Le nombre approprié (de chasseurs) pour que l'Italie joue le rôle industriel auquel elle aspire est 90", a dit à Reuters une source italienne proche du dossier. "Respecter le programme est conforme aux différentes résolutions parlementaires et 90 est le nombre qui nous permet de couvrir les besoins du pays en terme de défense."

Cette opinion est partagée à Washington.

"La participation industrielle est proportionnelle au nombre d'avions que vous commandez. S'ils réduisent leur commande, le travail qu'ils auront à faire sur le site (d'assemblage et de vérification) et l'entretien diminueront", dit-on aux Etats-Unis.

L'achat de F-35 permettra à l'Italie de renouveler une flotte de plus en plus obsolète, alors que les tensions géopolitiques sont vives en Europe et dans son environnement, en raison de la crise en Ukraine et de l'islamisme radical.

Des élus du Parti démocrate, la formation du président du Conseil Matteo Renzi, ont réclamé en mai dernier de diviser par deux la somme consacrée à ce programme, estimé à 12 milliards d'euros. Certaines formations d'opposition réclament même l'abandon pur et simple du projet.

Matteo Renzi a lui-même évoqué l'an dernier une réduction de ce programme pour financer des baisses d'impôts pour les revenus les plus modestes.

La scène se passe en commission de la Défense de la Chambre, le 28 janvier. Le député Ecolo Benoît Hellings prend la parole. Il dénonce "un incident" et s’insurge contre la présence d’un "lobbyiste du F-35" sur les bancs de la commission, "à côté des parlementaires".

L’intéressé s’appelle Dany Van de Ven. Ancien militaire, il est aujourd’hui, selon ses mots, "consultant" pour le F-35. Il collabore, via sa société Bridan, avec Lockheed Martin, le fabricant américain de l’avion de chasse F-35. La commission de la Défense était publique. Il avait donc le droit d’y assister, mais depuis la tribune publique."Je me suis trompé de porte", se défend-il. "C’est la première fois que j’allais à une audition."

Cet épisode, assez anecdotique, illustre bien la pression qui règne autour du remplacement des F-16 belges, qui arriveront en fin de vie à partir de 2023. Le gouvernement Michel a fait le choix - c’est écrit dans l’accord de majorité - de "conserver pour le long terme une capacité de chasse et de bombardement". Traduisez : de trouver un successeur au F-16.

CANBERRA, -- The image above shows an F-35A at Edwards Air Force Base in California next to the F-35 systems development and demonstration weapons suite the aircraft is designed to carry. According to Lockheed Martin, the Joint Strike Fighter can carry more than 3,500 pounds of ordnance in low-observable (stealth) mode and over 18,000 pounds uncontested. The Lightning II is conducting testing required for full weapons certification through a campaign that included validating 2B weapons software and successfully executing several weapons separation and engagement tests.

January 9th 2015 is an historic day for the Royal Air Force as it marks the first increase in the number of frontline combat squadrons since the mid-1980’s.

In a dangerous world where putting ‘boots on the ground’ is increasingly politically difficult the RAF is inevitably thrust to the front row of the UK’s force projection.

The increased assertiveness of Russia has led to the return of their aircraft to probing our air space as well as the need for a higher presence in Eastern Europe, especially in the Baltic States.

The success of IS in Iraq and Syria has led to the deployment of Tornados to Cyprus while the Afghanistan mission has finally drawn to a close.

All of these commitments have put strain on the RAF when it has fewer fast jet squadrons than at any time in its history. No amount of training or having the latest equipment can always make up for the stretch caused by multiple commitments occurring at the same time.

The question we face is: does the RAF have enough aircraft to do all the things the government and the international situation require of it?

RAF Lakenheath in Suffolk will become home to the first 2 US F-35 fighter jet squadrons in Europe.

The US Department of Defense has announced that RAF Lakenheath will become home to the first 2 US F-35 squadrons in Europe with the first aircraft due to arrive in 2020.

The announcement is part of the US Government’s review into the American military footprint across Europe.

The basing of US F-35s at RAF Lakenheath confirms the American military presence in the UK for the foreseeable future. It also means that for the first time in decades the US Air Force and the RAF will have operated the same type of aircraft from the UK.

The US has also decided to end its presence at nearby RAF Mildenhall. The precise timing for their final withdrawal has still to be determined, but it is expected to correspond with the period in which the US plan to increase their presence at the adjacent RAF Lakenheath.

Defence Secretary, Michael Fallon said:

"This resounding vote of confidence by the US is great news for the UK. Our historic relationship with the US remains as strong as ever, and their decision to base their first F-35 squadrons in the UK clearly reflects the closeness of our partnership, as well as the American commitment to NATO and Europe.

"I am delighted that the Royal Air Force, Royal Navy and US Air Force will be operating this superb aircraft alongside one another from bases in the UK. It is an indication of the strength of our continuing shared commitment to transatlantic security.

"Of course, the US decision to drawdown its presence at RAF Mildenhall is disappointing. However, we recognise that in these challenging times of austerity, the US is not immune to the need to make efficiency savings across US Defence."

US Assistant Secretary of Defense, Derek Chollet said:

"The UK is an extraordinary ally and supportive host to US forces. Our decision to base US Air Force F-35s at RAF Lakenheath is a testament to that special relationship and a sign of the decades of co-operation to come."

The basing of the US Air Force F-35 squadrons in such proximity to the RAF’s F-35 Lightning II jets – to be based at RAF Marham in Norfolk – will allow for the 2 forces to work even more closely together.

The build up of US capabilities and subsequent increased investment at RAF Lakenheath is particularly welcome as it will lessen the impact of the base consolidation decisions also being announced by the Department of Defense today, 8 January. However, the investments the US is making at RAF Lakenheath, and the advance notice given, will reduce any local impact of the Mildenhall drawdown.

Additionally, the US facilities at Alconbury and Molesworth will be returned to the MOD, with associated US roles and missions being completed within a single facility at RAF Croughton.

Un nouvel escadron formé exclusivement d’avions F-35 va être créé en 2019. La décision d’acheter ce nouvel appareil a été prise il y a quelques semaines par l’Armée de l’Air israélienne et le gouvernement israélien. Ces appareils vont renforcer la puissance de la flotte de Tsahal et venir rejoindre les 19 autres aéronefs de ce type acquis il y a peu de temps par Israël. Ces avions à réaction de la 5ème génération apportent avec eux des améliorations considérables par rapport au F-16I, en particulier dans le domaine  de la furtivité et des instruments embarqués.

Le Lockheed Martin F-35 est considéré comme le meilleur avion de combat au monde de nos jours. Il sera le premier avion furtif à servir dans l’Armée de l’Air israélienne, grâce à ses systèmes actifs et à sa construction unique qui le rendent indétectable face aux radars ennemis et aux systèmes de guerre électronique. Le premier achat a été fait en 2010, et les premiers appareils atterriront sur le sol israélien en 2017. Comme tout avion en service dans Tsahal, le F-35 recevra un nom hébreu : “האדיר” (“Ha-Adir”, ce qui signifie “le Grand”).

Le F-35 est sous beaucoup d’aspect une version ultra moderne du F-16. Il a été construit comme un aéoronef monoréacteur de petite taille. L’élément clé de l’appareil est sa polyvalence : il sera en effet capable d’accomplir n’importe quelle mission, du bombardement, au vol dans de mauvaises conditions météorologiques, du combat aérien rapproché aux interceptions à longue distance.

Pourquoi des avions de la 5ème génération ? Pour deux raisons : la furtivité, et les instruments embarqués. La furtivité d’abord, parce que cela permet aux aéronefs d’être indétectables en vol. Cette technologie a longtemps été très coûteuse, demandant un entretien constant, et disponible uniquement pour des avions de plus grande taille et destinés au bombardement, comme le B-2 ou le F-117. L’avancée technologique que représente le F-35 est de pouvoir justement bénificier de ces technologies de pointe pour un prix peu élevé et un faible entretien.

Le F-35 a marqué aussi une avancée considérable dans le domaine des systèmes embarqués. Des senseurs comme les radars, les systèmes infrarouges et le sysème de guerre électronique sont dorénavant intégrés directement et sont des composants intégraux de l’avion, alors que sur les autres appareils, ces systèmes sont ajoutés “en plus”.

Avec ces améliorations, les pilotes de l’Armée de l’Air israélienne auront une vision plus précise et complète en temps réel du champ de bataille. Cela leur permettra d’être plus efficaces, et leur donnera tous les avantages pour réussir dans chaque mission qu’ils auront à accomplir.

WASHINGTON — The F-35 Joint Strike Fighter program has selected Japan and Australia to provide heavy airframe and engine maintenance in the Pacific, the Joint Program Office announced Wednesday.

Japan and Australia will be responsible for heavy airframe maintenance for the northern and southern Pacific regions. Australia will be the center of heavy engine maintenance starting in 2018; Japan will follow as an engine maintainer three to five years later.

“Heavy” maintenance covers work involving changes or repair to the body of the aircraft, such as a replacement of a bulkhead or the fixing of a wing.

Australia is the only full Pacific partner in the F-35 program, with a planned buy of 100 F-35 models. Japan and South Korea are foreign military sales customers on the jet, with plans to buy 42 and 40 fighters, respectively.

Japan has also agreed to develop a final assembly and check-out (FACO) facility, which Lt. Gen. Chris Bogdan, the F-35 program head, said is still being stood up.

He also noted that, unlike similar facilities in Italy and Texas, the Japanese FACO is being built vertically rather than spread across a large footprint, a result of Japan’s limited land to build on.

“The fact that Japan is investing their own money in building a FACO, and that FACO, with less investment than standing up something from the very beginning, could be transitioned into a maintenance capability, is a big factor, because for the enterprise that’s a great value,” Bogdan said. “Japan invests its own money in building a facility that with minimal investment on their part could be turned into a regional capability. So it was a factor in looking at what was best value.”

The Pacific announcement came a week after Bogdan made public the European sustainment partners.

Italy’s existing FACO will provide heavy airframe maintenance for Europe, with the UK potentially gaining extra business in the future if Italy cannot handle the workload. Turkey, meanwhile, will be the first of three European heavy engine maintenance facilities to come online, to be followed by Norway and the Netherlands.

While Italy will be the prime airframe maintainer for all of Europe, the Pentagon decided to go with two airframe maintainers in the Pacific due to the massive distances involved. Bogdan said the distance “makes it uneconomical and, from a movement of airplanes standpoint, difficult to take airplanes from the northern Pacific getting ready to go into depot and having to fly them 7,000 miles.”

“So from that perspective, geography played a fairly big role,” he added.

Estimates for how much work each facility will do are still being worked up, but the Joint Program Office believes the Italian facility will see 45-50 inductions of airframes for some form of heavy work between 2018 and 2022. Based on estimates, that would represent 150,000 hours of work, with a dollar value in the in the $30-$35 million range.

Bogdan has stressed that this is only the first wave of sustainment opportunities being offered to international partners and customers. He unveiled the sustainment strategy in an exclusive June interview with Defense News.

Engine manufacturer Pratt & Whitney congratulated Japan and Australia in a statement and said the company looks forward to working with both nations to “establish affordable, world-class F135 [engine] depot capability in the Asia Pacific region.”
