Visite sur la BA 188 des élèves de l’école de la Nativité à Djibouti

Le 19 février 2015, 26 élèves de l’école de la Nativité de Djibouti ont eu le plaisir de découvrir le monde de l’aéronautique, en poussant les portes de la base aérienne 188 de Djibouti.

 

Ces élèves de primaire et leurs accompagnateurs se sont rendus à l’escadron de chasse 3/11 « Corse » et à l’escadron de transport 88 « Larzac ». Ils ont approché de près les Mirage 2000 et bénéficié d’une visite guidée à l’intérieur d’un Transall et d’un Puma. Avides de connaissances, ils ont pu satisfaire leur curiosité grâce aux nombreux échanges avec les aviateurs.

 

Cette belle matinée a permis de consolider les liens déjà existants entre la base aérienne 188 et la population locale.

Le ministre cambodgien de la Défense, le général Tea Banh, a affirmé lundi à Phnom Penh avoir rencontré son homologue du Laos, le lieutenant général Sengnuan Saiyalath, et ils ont convenu de renforcer les liens bilatéraux et la coopération dans le but d'obtenir des bénéfices mutuels.

 

"Nous sommes des pays voisins, il est donc très important que nous renforcions la coopération le long de la frontière afin d'assurer la sécurité des peuples des deux pays", a-t-il fait savoir.

 

"Nous avons également convenu d'échanger des informations pertinentes en matière de sécurité", a-t-il ajouté.

 

Les deux côtés ont également accepté d'échanger des visites de délégués de la défense à tous les niveaux afin de partager leurs expériences et leur expertise, a mentionné Tea Banh.

 

A la fin de la rencontre entre les deux ministres, les deux pays ont signé un protocole d'accord sur la coopération en matière de défense.

 

Le lieutenent général Sengnuan Saiyalath est arrivé au Cambodge samedi pour y effectuer une visite officielle de quatre jours.

Chine : Le budget défense va augmenter de quelque 10% cette année

Le budget défense de la Chine augmentera cette année de quelque 10% par rapport à 2014, soit davantage que l'économie du pays, à la faveur d'une hausse des investissements dans équipements de haute technologie, a déclaré mercredi la porte-parole du Parlement.

 

Lors d'une conférence de presse, Fu Ying, porte-parole de l'Assemblée nationale populaire, a précisé que le chiffre officiel serait publié jeudi, jour d'ouverture de la session annuelle du Parlement.

 

L'an dernier, les dépenses de défense de la Chine avaient augmenté de 12,2% pour atteindre 130 milliards de dollars (116 milliards d'euros), deuxième plus important budget de défense au monde derrière celui des Etats-Unis.

 

"Parmi les recommandations pour 2015 (..) le budget de défense et la hausse des dépenses de défense, l'ampleur est probablement d'une augmentation d'environ 10%", a dit Fu Ying.

 

Cela fait 20 ans que le budget défense chinois enregistre chaque année une augmentation à deux chiffres. Certains experts pensent même que les dépenses en la matière vont bien au-delà des chiffres officiels.

 

"Par rapport aux grandes puissances, le processus de modernisation de la défense chinoise est plus compliqué. Nous dépendons de nous-mêmes pour la plupart de nos équipements militaires et la recherche & développement", a encore déclaré Fu Ying.

 

"En outre, nous devons renforcer la protection de nos officiers et de nos soldats. Mais, d'un point de vue fondamental, la politique de défense de la Chine est défensive par essence. Ceci est clairement établi dans la constitution (..)."

 

Les dirigeants chinois lient généralement la hausse des dépenses de défense par celle du produit intérieur brut (PIB). Ceci étant dit, la croissance n'a été que de 7,4% l'an dernier, la plus faible en 24 ans, et elle pourrait encore ralentir cette année, à 7%.

Vigipirate : les niveaux d'alerte prolongés "plusieurs mois"

L'"alerte attentats" pour l'Ile-de-France et les Alpes-Maritimes ainsi que la "vigilance renforcée" pour le reste de la France sont prolongées jusqu'au 10 avril.

 

Les niveaux actuels du plan Vigipirate, "alerte attentats" pour l'Ile-de-France et les Alpes-Maritimes et "vigilance renforcée" pour le reste de la France, sont déjà prolongés jusqu'au 10 avril au moins et le seront pour "plusieurs mois", a-t-on appris mercredi de source gouvernementale. Ces niveaux d'alerte relevés après les attentats de janvier, qui sont en théorie prolongés chaque semaine, ont d'ores et déjà été prolongés jusqu'au 10 avril et vont l'être pendant "très longtemps", c'est-à-dire "plusieurs mois", a indiqué cette source. Sollicité sur cette information, Matignon, qui a la main sur le dispositif Vigipirate, a simplement confirmé que "le dispositif est prolongé" et que "le niveau des effectifs est prolongé aussi longtemps que nécessaire". "Tous les sites sensibles restent protégés", a également indiqué le cabinet de Manuel Valls.

Du Livre blanc au contrat opérationnel : quatre livrets sous timbre CEMA transcrivent les ambitions de la Nation en moyens pour y répondre. Zoom sur les hypothèses d’engagement des armées.

 

Le Livre blanc 2013 définit les hypothèses d’engagement (HE) des forces armées permettant de faire face aux différentes menaces qu’il a relevées. Quatre livrets réalisés par l’EMA déclinent précisément les grandes HE des armées,  matérialisant ainsi le contrat opérationnel des armées :

 

- Livret 1 : ce document "cadre" traduit les ambitions politico-militaires du Livre blanc en hypothèses d’engagement ;

 

- Livret 2 : ce document "cœur" décline la nature, le volume et le niveau de disponibilité requis par armée, direction et service selon le type d’engagement ;

 

- Livret 3 : prolongement du livret 2, il décrit les capacités interarmées et les contrats transverses : amphibie, contre-terrorisme maritime, OAP, appuis aérien, etc. ;

 

- Livret 4 : guide méthodologique expliquant la mécanique liant les différents livrets.

 

« Les livrets 2 et 3 sont des outils dans la main du CEMA lui permettant d’honorer les contrats opérationnels, explique le colonel Olivier Ducret, officier traitant à la division emploi de l’EMA. Le changement apporté en 2013 est qu’il n’y a plus un seul contrat mais trois : à long terme, le modèle pour 2025, à moyen terme, le requis sur 3 à 5 ans et à court terme, le prévisionnel à N+1. » Cette planification des contrats donne aux armées de la visibilité sur plusieurs années et leur permet un ajustement annuel. De plus, chaque armée, direction et service a un contrat opérationnel propre mais certaines des missions qu’il contient exigent des moyens communs.  Les contrats sont donc interdépendants : comment réaliser une OAP si l’armée de l’Air ne peut fournir les aéronefs en nombre suffisant ? Si le service des essences des armées doit fermer un de ses dépôts, qu’en sera-t-il du ravitaillement des véhicules passant par sa position ? Au contrat du requis sur 3 à 5 ans d’y apporter des réponses, aux moyens d’objectifs d’atteindre peu à peu le modèle 2025, en s’appuyant sur le cycle annuel de révisions nécessaire du fait des contraintes organiques et des capacités opérationnelles des forces l’année considérée. Une vision en temps réel au moyen d’un tableau de synthèse permet d’ajuster les ambitions à la hauteur de la réalité. « En un regard, les armées sont capables de mesurer l’écart entre ce qui est demandé, ce qu’elles sont en mesure de faire et les incidences sur le contrat. Les armées ont ainsi des contrats accessibles et tenables», conclue le colonel Ducret.

Défense: Le général de brigade Taoufik Rahmouni nommé à la tête de l’ARSD

Le général de brigade Taoufik Rahmouni vient d’être nommé directeur de l’Agence des renseignements de la sécurité pour la défense (ARSD).

 

Selon le décret présidentiel (n° 2015-43 du 20 février 2015), la nomination de l’ancien porte-parole du ministère de la Défense a pris effet à compter du 20 février 2015.

 

Créée par deux décrets (n° 2014-4208 du 20 novembre 2014 et n° 2014-4209 du 20 novembre 2014), cette agence est «un établissement public à caractère administratif doté de la personnalité morale et de l'autonomie financière».

 

Sa mission consiste à «assurer la protection des agents, des installations, du matériel et des secrets du ministère de la Défense nationale, à collecter les renseignements à propos des menaces potentielles à la sécurité des forces armées et de la sécurité du pays en général», à contribuer à la prévention et à la lutte antiterrorisme, et à mettre «l’expertise nécessaire» en la matière à la disposition du commandement militaire et du ministre de la Défense nationale.

 

Le général de brigade Taoufik Rahmouni aura donc la lourde et passionnante tâche de créer cette agence et de la doter des moyens, surtout humains, pour accomplir ses missions, notamment dans le domaine de la lutte antiterroriste.

The cargo and transportation capability of the Philippine Air Force (PAF) will be getting a much needed boost with the arrival of the first C-295 medium lift aircraft from Spanish manufacturer EADS/CASA-Airbus Military this March.

 

This was confirmed by Department of National Defense (DND) undersecretary for finance, modernization and materiel Fernando Manalo in an interview with the PNA.

 

“Our first C-295 will be arriving this March,” he said.

 

The March delivery date of the first C-295 is five months earlier than its scheduled August arrival, Manalo said.

 

He did not give the specific date for security reasons.

 

With the early arrival of the first aircraft, the DND undersecretary expects the two other aircraft to follow in short order.

 

EADS/CASA-Airbus Military won the DND’s medium lift aircraft program by tendering a bid for Php5.29-billion for three aircraft last year.

 

This is considerably lower than the Php5.3-billion stipulated in the contract.

 

The PAF’s medium lift capability is presently being fulfilled by its three F-27 “Friendship” aircraft.

 

“These aircraft will help in troop and limited equipment movement,” DND secretary Voltaire Gazmin earlier said.

 

The C-295 is described as “a capable and versatile transport and surveillance aircraft.”

 

EADS/CASA stated that the C-295 can carry up to nine tons of cargo or 71 people.

 

It also has a maximum cruising speed of 260 knots and operate in short and rough airfields

Armed AW-109s to be Commissioned During The Philippine Navy's 117th Anniversary

MANILA -- The Philippine Navy (PN) has Announced that its two armed AgustaWestland AW-109 "Power" helicopters will be commissioned during its 117th anniversary on May 27.

 

"We're hoping to commission them by our anniversary this May," Navy spokesperson Col. Edgard Arevalo said in a message to the PNA on Sunday.

 

The two armed AW-109 airframes arrived in the country last December as part of the five-helicopter deal, worth PhP1.33 billion, signed by the Philippines with AgustaWestland in early 2013.

 

Three of the AW-109s were delivered and commissioned on Dec. 22, 2013.

 

The armed versions of the AW-109s will be armed will have machine guns, 20mm cannons and possibly with air-to-ground rockets.

 

The AW-109 "Power" helicopter is a three-ton class eight-seat helicopter powered by two Pratt and Whitney PW206C engines.

 

The spacious cabin is designed to be fitted with a number of modular equipment packages for quick and easy conversion between roles.

 

The aircraft's safety features include a fully separated fuel system, dual hydraulic boost system, dual electrical systems and redundant lubrication and cooling systems for the main transmission and engines.

 

The AW-109 has established itself as the world's best-selling light-twin helicopter for maritime missions.

 

Its superior speed, capacity and productivity combined with reliability and ease of maintenance make it the most cost effective maritime helicopter in its class.

 

For shipboard operations, the aircraft has a reinforced-wheeled landing gear and deck mooring points as well as extensive corrosion protection measures.

 

The ability to operate-from small ships in high sea state enables the AW- 109 to perform its mission when many others helicopters would be confined to the ship's hangar.

 

Over 550 AW-109 "Power" and the AW-109 light utility helicopters have been ordered for commercial, parapublic and military applications by customers in almost 50 countries.

 

 

The Philippines receives five AgustaWestland AW109 Power helicopters for its navy. The two armed aircraft are currently undergoing assembly before commencing flight tests.  The AgustaWestland AW109 naval helicopters worth Php 2.2 billion funded jointly by the AFP Modernization Program and Department of Energy.

BANGKOK, -- Having previously Daewoo Shipbuilding and Marine Engineering (DSME) origin South Korea filed a class submarine Type-209 to consider the Thai Navy, on this occasion the South Korean company that others are HHI also offers submarine to the Royal Thai Navy.

 

It should be noted that the Type-209 submarines / Mod proposed by DSME is proposed also to the Thai Navy by ThyssenKrupp Marine Systems (TKMS) from Germany. Thailand hopes that the submarine offered no physical form and is used by the Navy. From this side of the Type-209 / Mod-made DSME actually quite satisfy, but it is impossible to compete with ThyssenKrupp Marine Systems with hull Type-209 submarines are the same although the respective copyright.

This boat may have a weight of 510 tons with roaming capabilities are  continuous as far as  2,000 nautical miles for 21 days, the maximum speed of 20 knots and a maximum depth of 250 meters, this ship has a crew of about 10 people.

First 2 F/A-50s to be mission ready upon arrival

Come December this year, the Philippine Air Force (PAF) will be flying and using two South Korean-made F/A-50 "Fighting Eagle" to defend the country's airspace.

 

The fighter jets would be part of the 12 F/A-50 bought for Php 18.9 billion by the Philippines under a purchase deal with Korean Aerospace Industries (KAI), signed in March 2013.

 

The two jet fighters are expected to be delivered by December while the rest of the 10 F/A-50s by 2016.

 

"We are looking at the early delivery of two F/A-50s. They will be combat and mission ready upon their arrival this December," Department of National Defense (DND) undersecretary for finance, modernization and materiel Fernando Manalo said on Monday in an interview with the PNA.

 

Mission ready means that the aircraft can fly immediately and do patrol and interception missions if needed.

 

Earlier, Philippine Air Force spokesperson Lt. Col. Enrico Canaya said that the soon-to-be commissioned F/A-50s, with relatively updated radar systems onboard, would do autonomous air patrols without relying too much on ground based surveillance systems.

 

"(The F/A-50s) has its own onboard radar systems so it can detect (any hostile air threats) while on patrol," he said.

 

Canaya declined to give the specifics of the F/A-50's radar systems for security reasons but stressed that it is quite adequate for air patrol work.

 

This feature of the South Korean made jet fighter has greatly boosted the air defense capabilities of the PAF which was greatly reduced with the decommissioning of its Northrop F-5 "Tiger" jet fighter squadrons and Vought F-8 "Crusader" fleet, in 2005 and 1988, respectively.

 

This was done due to air frame aging and lack of spare parts to keep the two planes on operational status.

 

WIth the deactivation of its two premier supersonic jet fighters, the PAF was forced to convert the SIAI-Marchetti S-211 jet trainers for an air defense role.

 

However, the S-211s are ill-suited for air defense work due to their slow speeds.

 

The DND earlier said that the radar systems onboard the F/A-50s was one of the many pluses why the Philippines opted to acquire 12 units of the Korea Aerospace Industries (KAI) made jet fighter over its many competitors.

 

The F/A-50 has a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.

 

The F/A-50 will act as the country's interim fighter until the Philippines get enough experience of operating fast jet assets and money to fund the acquisition of more capable fighter aircraft.

 

The F/A-50 design is largely derived from the F-16 "Fighting Falcon", and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons.

 

KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the F/A-50.

 

The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility, and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.

 

The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service.

 

There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings.

 

An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks.

 

Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow.

 

The F/A-50 uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and Korean Aerospace Industries.

 

The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner.

 

Its engine produces a maximum of 78.7 kilonewton (17,700 pound force) of thrust with afterburner.

C’est après deux semaines de patrouille en Atlantique Nord que le sous-marin nucléaire d’attaque (SNA) Saphir est arrivé dans les eaux de la Floride pour participer à un exercice majeur de dix jours avec la marine américaine. L’objectif de cet exercice était d’entraîner un groupe aéronaval américain (CSG 12 pour Carrier Strike Group 12) composé du porte-avions Theodore Roosevelt, de plusieurs frégates de type Ticonderoga ou Arleigh Burke et d’un sous-marin de type Los Angeles, avant leur déploiement opérationnel.

 

Le scénario de l’exercice prévoyait une agression des intérêts économiques et territoriaux américains par des états fictifs. En réaction, une force navale, dirigée par le Theodore Roosevelt était mise sur pied pour parer à toute éventualité.

 

Durant la première phase de l’exercice, le Saphir était intégré à la force navale amie en soutien direct avec pour mission de faire de la lutte anti sous-marine en coopération SOUMAIR, avec des avions de patrouille maritime de type P3-C Orion P8 Poséidon. Il devait donc reporter tous les contacts obtenus sur les sous-marins ennemis et les partager avec les autres moyens anti-sous-marins du théâtre (avions de patrouille maritime, hélicoptères et frégates ASM).

 

Dans une seconde phase, le Saphir, était intégré aux forces ennemies et avait pour mission de localiser le porte-avions Theodore Roosevelt ainsi que les autres bâtiments de la force navale amie et de se tenir prêt à l’attaque. La situation politique se dégradant de jour en jour, le Saphir s’est glissé discrètement au cœur de l’écran formé par les frégates américaines protégeant le porte-avions, tout en évitant la contre-détection des moyens aériens omniprésents.  Au matin du dernier jour, l’ordre de feu était enfin donné, permettant au Saphir de couler fictivement le Theodore Roosevelt et la majeure partie de son escorte.

 

Une fois l’exercice terminé, le Saphir a gagné Norfolk, plus grosse base navale du monde, pour une escale destinée à entretenir les liens avec l’US Navy. Nombreux furent les échanges avec les équipages des Los Angeles, notamment avec les marins du SSN Newport News désigné bâtiment hôte durant l’escale.

 

L’amiral commandant les forces sous-marines et la force océanique stratégique (ALFOST) a rejoint le Saphir en escale pour rencontrer, en compagnie du commandant du Saphir,  le Rear Admiral Butler, commandant du Carrier Strike Group 4 (CSG4) et le Vice Admiral Tyson, adjoint au commandant du USFFC (US Fleet Force Commander). Cette entrevue a permis d’effectuer un premier débriefing de l’exercice et de réaffirmer le besoin d’interopérabilité entre nos deux marines.

 

Ce point est en effet essentiel pour une intégration efficace sur les théâtres d’opérations, notamment dans le golfe Arabo Persique. Cet exercice a de nouveau illustré la plus-value du concept d’emploi en multi-luttes / multi-senseurs des SNA français. 

 

En attendant le prochain exercice et comme disent les forces sous-marines américaines : « happy hunting » !

WASHINGTON — The US Army is preparing to send approximately 300 troops at a time to train Ukrainian forces in western Ukraine, according to documents posted on a government contracting site.

 

A solicitation posted in late February said that the US government is looking for a contractor to provide seven 50-passenger buses from March 5 through Oct. 31 for the purpose of ferrying up to 300 US troops from the L'viv International airport to the International Peace Keeping and Security Center at the Yavoriv training range in the far west of Ukraine.

 

It's been no secret that US and a handful of UK forces have been planning on traveling to Yavoriv this spring to begin training Ukrainian forces for their fight against pro-Russian separatists in the eastern part of the country. But officials have at times been vague as to dates and times and numbers.

 

The solicitation also states that "the US and Ukrainian Army shall conduct a joint training mission at the International Peacekeeping and Security Center (IPSC) near L'viv, Ukraine from approximately 5 MAR - 31 OCT 15."

 

The Army will rotate 300 troops at a time it appears, with March, May, July, August and October being the relief dates for each group.

 

The plan to train four companies of the Ukrainian National Guard comes as part of a US State Department initiative "to assist Ukraine in strengthening its law enforcement capabilities, conduct internal defense, and maintain rule of law," Pentagon spokeswoman Lt. Col. Vanessa Hillman told Defense News this year.

 

Funding for the initiative is coming from the congressionally-authorized Global Security Contingency Fund (GSCF), which was requested by the Obama administration in the fiscal 2015 budget to help train and equip the armed forces of allies around the globe. The United States has already earmarked $19 million to help build the Ukrainian National Guard.

 

On Tuesday, Joint Chiefs Chairman Gen. Martin Dempsey told the Senate Armed Services Committee that he believes the US "should absolutely consider providing lethal aid" to Ukraine if the Moscow-backed separatists continue to make gains and gobble up territory.

WASHINGTON — Israeli Prime Minister Benjamin Netanyahu on Tuesday warned a joint session of the US Congress that an emerging deal over Iran's nuclear program would "inevitably" trigger war.

 

Netanyahu was interrupted numerous times by US lawmakers' wild applause. Though the Israeli leader said his appearance and remarks were not political, Republicans clearly appeared more receptive and enthusiastic about his hawkish tone on Iran.

 

At times, Netanyahu sounded like a political analyst, arguing why the terms of a potential deal that would essentially freeze Iran's nuclear arms program would threaten Israel.

 

"This deal will not change Iran for the better," he said. "It will only change the Middle East for the worst."

 

Netanyahu said if Tehran agrees to the deal reportedly offered by the United States and other global powers, it would not bring about "a farewell to arms," but rather "a farewell to arms control."

 

Israeli officials would support existing and potential new sanctions and restrictions on Iran to be lifted only if Tehran "lifts its aggression on the region and the world."

 

Facing a re-election vote back home in mere days, Netanyahu warned US lawmakers that even while dealing with sanctions, Iran is interfering in Iraq, Syria and Yemen.

 

He challenged those in the chamber to imagine what else Iran would do if sanctions were lifted.

 

“One path leads to a deal that curtails [the program] for a while. The other leads to a nuclear-armed Iran … that inevitably leads to war.”

"The world should demand that Iran do three things: stop its aggression against its neighbors in the Middle East," he said. "Second, stop supporting terrorism around the world. And third, stop threatening to annihilate my country, Israel, the one and only Jewish state."

 

That was among the many lines that drew a standing ovation from many in the House chamber, especially on the Republican side.

 

"If Iran wants to be treated like a normal country," Netanyahu said, "let it act like a normal country."

 

At other times, Netanyahu channeled his inner nuclear physicist.

 

He told the joint session that the emerging deal would allow Iran to retain too much of its existing nuclear infrastructure. And he warned that US and other Western powers are proposing to allow Iran to develop too many nuclear centrifuges, a key component to one day fielding an atomic weapon.

 

"If anyone thinks this deal kicks the can down the road, think again.

 

"The alternative to this deal," Netanyahu said, his voice booming as he pounded the podium with his left hand, "is a much better deal.

 

"A better deal that doesn't leave Iran with a vast nuclear infrastructure and short breakout times," Netanyahu said. "A better deal that doesn't give Iran an easy path to the bomb. … This is a bad. A very bad deal. We're better off without it."

 

That line, too, was met with loud applause.

 

Netanyahu was very much a politician mindful that his political future is on the line. As he turned toward the speech's climax, the prime minister seemed to be preparing both voters back home and one of his country's closest allies for a possible war.

 

And his message to the domestic audience was clear: I am the man to lead it.

 

"We must now choose between two paths: One path leads to a deal that curtails [the program] for a while," he said. "The other leads to a nuclear-armed Iran … that inevitably leads to war.

 

"Even if Israel has to stand alone, Israel will stand," he said to raucous applause.

"But I know that Israel doesn't stand alone. I know that America stands with Israel. I know that you stand with Israel," he told the US lawmakers, who erupted in wild applause.

 

The day before, Susan Rice, President Barack Obama's national security adviser, told the American Israel Public Affairs Committee conference "the bottom line is simple, we have Israel's back, come hell or high water."

 

In a slightly less hawkish tone, Netanyahu advised US lawmakers against viewing the Shiite regime in Tehran as an ally in the fight against the Islamic State, a violent Sunni group.

 

"Iran and ISIS are competing for the crown of militant Islam. … They just disagree among themselves who will be the leader of that empire," he said, adding under an Islamic "empire" there would be "no room" for Americans, Israelis, women, nor any "freedom for anyone."

 

"When it comes to Iran, the enemy of your enemy," Netanyahu said in another applause line, "is your enemy."

 

At the start of his remarks, Netanyahu attempted to tamp down talk on both sides of the Atlantic about a deepening rift with Obama and his top aides.

 

"We appreciate everything that President Obama has done for Israel," Netanyahu said at the top of his speech.

 

He expressed appreciation for Obama's moves to bolster US-Israeli intelligence sharing and his pro-Israel actions at the United Nations.

 

Netanyahu said some things Obama has done for Israel is "less well known," including forest fire aid, and military assistance last year against Hamas.

 

Though some speculated during the run up to the address that he was there to criticize Obama, Netanyahu said: "That was never my intention."

 

The prime minister, who considers himself an expert on US politics, thanked Republicans and Democrats alike for what he described as their joint support of Israel "year after year and decade after decade."

 

"I know that whatever side of the aisle you sit, you stand with Israel," he said, banging the podium as he delivered the last four words to polite applause.

 

He also praised Congress for increasing funding for the joint American-Israeli "Iron Dome" missile defense system, which his military used to great fanfare in its conflict last year with Hamas.

 

"This Capitol dome," he said, "helped build our Iron Dome."

 

But the remarks were not met with wild applause from every member.

 

Reporters who watched the speech from the House press gallery reported a visibly angry House Minority Leader Nancy Pelosi.

 

"The unbreakable bonds between the United States and Israel are rooted in our shared values, our common ideals and mutual interests," Pelosi said in a statement.

 

"As one who values the US-Israel relationship, and loves Israel, I was near tears throughout the prime minister's speech — saddened by the insult to the intelligence of the United States as part of the P5+1 nations," Pelosi said, "and saddened by the condescension toward our knowledge of the threat posed by Iran and our broader commitment to preventing nuclear proliferation."

 

House Armed Services Committee Ranking Member Rep. Adam Smith, D-Wash., through a spokesman, told CongressWatch before the speech that he "remains troubled by the timing of the speech and the lack of coordination with the White House."

 

Initial reaction from senior Republican members was much the opposite, however.

 

"Despite the sobering nature of the remarks themselves, Prime Minister Netanyahu delivered an important message that all of Congress, indeed all of America, needed to hear," Rep. Tom Cole, R-Okla., said in a statement. "At this critical juncture in history, the prime minister's warnings should also be heeded by President Obama, who appears to be on a dangerous and reckless path in negotiations with Iran.

 

"Even though the administration believes that a deal with Iran is possible, I remain deeply skeptical that the country will abide by any sort of agreement reached," Cole said. "As Prime Minister Netanyahu conveyed today, Israel shares that same concern and distrust of Iran. A nuclear armed Iran is a threat to the safety of the entire West, but also poses a direct threat to the very existence of Israel, as well as to the Sunni states of the Middle East."

PATUXENT RIVER NAS, Md., 2 March 2015. U.S. Navy aviation experts are ordering one advanced E-2D maritime patrol and air control aircraft from its manufacturer, Northrop Grumman Corp., under terms of a $148.3 million contract modification announced Friday.

Officials of the Naval Air Systems Command at Patuxent River Naval Air Station, Md., are asking the Northrop Grumman Aerospace Systems segment in Melbourne, Fla., to provide one E-2D full rate production advanced Hawkeye radar surveillance aircraft.

L'État récolte un milliard d'euros après la vente d'une partie du capital de Safran

L'État a cédé 3,96% du capital du groupe industriel et technologique, soit quelque 16,5 millions d'actions. La France reste le premier actionnaire du groupe.

 

La part de l'État dans le groupe Safran va une nouvelle fois baisser. Le gouvernement a lancé lundi 2 mars le processus de cession d'une partie de sa participation dans le groupe industriel et technologique français.

Les 16,5 millions de titres proposés par l'Agence des Participations de l'État (APE), qui s'échangeaient à 63,76 euros à la clôture de la Bourse lundi soir, ont été placés auprès d'investisseurs institutionnels.

 

L'État maintiendra "son influence"

Au terme de ce placement, l'État restera le premier actionnaire de Safran, avec 18,03% de son capital.

"Les droits de vote double dont dispose l'État lui permettront de maintenir à terme son influence à l'assemblée générale de l'entreprise", soulignent dans une communiqué les ministères de l'Economie et des Finances.

 

Volonté de réduire son endettement

L'État a allégé à plusieurs reprises au cours de ces dernières années sa participation dans Safran et dans le capital d'autres entreprises à participations publiques, afin de réduire son endettement et de réinvestir dans des secteurs économiques d'avenir.

Le ministre de l'Économie Emmanuel Macron avait annoncé en octobre que l'État, qui détient actuellement des participations dans 74 entreprises pour une valeur d'environ 110 milliards d'euros, allait céder 5 à 10 milliards d'euros d'actifs dans les 18 mois suivants.

BAE Systems, Inc. today announced that its Advanced Threat Infrared Countermeasures (ATIRCM) system has been approved for export by the U.S. Department of Defense. The export approval paves the way for sales to allied nations around the world, giving them access to this life-saving technology.

“In today’s environment with the proliferation of surface-to-air missiles, a proven aircraft survivability system to counter advanced threats meets an immediate need,” said Bill Staib, director of threat management solutions at BAE Systems. “We are seeing tremendous international interest for this system, which has proven to be both highly effective and reliable since its fielding in 2009.”
